He cooperated after 9/11 by allowing the U.S. use of air space over former satellite countries. The purpose was twofold; becoming a global player once again and hoping for an easing of NATO expansion. With $20 a barrel for crude at that time, Putin did not have the cards, but was only relying on U.S. reciprocity. Now with $100 plus for oil, he is sticking it back to Bush and his arrogant henchmen. McCain, if elected, would be wise to explore an equal partnership approach if he wished to avert a crisis that will have far reaching consequences.
